Executive Summary
In December 1997, Governor Pedro Rosselló, CSG's newly elected President, urged CSG, through its multi-branch state excellence mission, to bring all aspects - executive, legislative and judicial - of the state government community together during 1998 to elevate and strengthen the commitment of states to wage, and win, the war on drugs.

Today, drug trafficking and use constitute the most compelling international and domestic threat to the fabric of American society. All levels of government and all sectors of our country must mobilize their resources to challenge this threat. There are three essential battlegrounds where state and territories must be effective partners in waging this war:

  • States must work to stem the flow of drugs to reduce the supply;
  • States must attack the profitability and economic benefits of participating in criminal drug activity; and
  • States must work tirelessly to reduce the demand for drugs through prevention and treatment to assure a new generation of children immune to the drug threat.

In recognition of these imperatives, Governor Rosselló and CSG are aggressively pursuing a three-pronged working group strategy, operating within an umbrella State Drug Task Force, to produce several specific outcomes by December 1998. These include:

  • an in-depth inventory of state-sponsored drug initiatives, highlighting those programs and policies demonstrating the most encouraging results;
  • a self-sustaining, comprehensive database and communications network, with an up-dated state leaders drug directory, for use by elected and appointed state officials engaged in the anti-drug crusade; and
  • a broad-gauged dissemination/education initiative to publicize "best state practices" and to recommend model approaches for states and territories to pursue individually and in combination through multi-state agreements.

CSG appreciates the assistance of governors, lieutenant governors, attorneys general, key legislators and cabinet officials in this vitally important drug initiative. CSG welcomes the support of other public and private sector organizations similarly committed to this urgent cause.
