CSG Innovations Awards Program
State experiments in the laboratories of democracy are producing ground breaking advances that can benefit the rest of the nation. Each year The Council of State Governments' Innovations Awards program recognizes novel state programs and policies that address significant problems and issues that are regional or national in scope.

Suggested State Legislation
For more than 50 years, The Council of State Governments' Suggested State Legislation program has informed state policy-makers on a broad range of legislative issues. Through this program, volumes of draft legislation on topics of current interest and importance to the states are produced. See how other states are tackling difficult policy issues through legislation.

Toll Fellowship Program
Named in honor of CSG's founder, Henry Toll, this program convenes a selected group of state officials from all branches of state government and all regions of the country for an intensive five-day retreat, offering information and perspectives that go beyond any one state's borders.

CSG solicits nominations for the Henry Toll Fellowship Program each year from a wide variety of state officials. Ten participants and two alternates from each CSG region and three constitutional officers and two alternates are selected by the National Toll Fellowship Selection Committee. Interstate Consulting Service (ICS)
The Interstate Consulting Service offers state officials a vehicle for obtaining practical and inexpensive advice from their peers in other states. It brings together a team of veteran state officials to review program or management problems thoroughly and make recommendations to improve effectiveness and efficiency. ICS takes into account state government realities, including limited budgets, timetables for change, complex relationships among executive branch agencies and legislatures, and other unique circumstances and provides this service at significantly less cost than outside consultants. Call Keon Chi at or e-mail: for more information.

International Programs
Seminars, technical assistance programs and citizens' exchanges are all part of CSG's international program. It is coordinated through the standing international committee, which supports the expanding role of states in international trade, economic development and other global activities. Call Jeff O'Malley at or e-mail: for more information.
